Just a random letter/number combo, no custom plate.
Ontario recalled B series plates because of production issues causing premature peeling. License, insurance, ownership, odometer reading, sign a few lines, & you get new plates costing $0.
I also asked if I could keep the old ones (for use at the track, now out of circulation), nope. Being recalled they will be destroyed.

Hmm. Maybe I should turn in the Mazda 3's. They starting to look pretty manky.
Is it for all B-plates?

I think so, but it be best to ask the Service Ontario reps on what was recalled.

It used to be limited to a certain range of B-plates but they just keep extending the upper limit. If anything they’re getting worse - our Mazda3 went at least 7 years on its original B-plates. I had to get new plates for my WRX at about 4 years old. No doubt C-plates will be going the same way soon enough.

My B series I had for 3-ish years, & was looking nasty. My moms B series is the same, & really bad.
